Family pet mauled to death in bucklin

I grew up outside of a "country" town an hour outside of Dodge and Bucklin. My parents raised me to understand that if your dog caused trouble, such as killing sheep, or the neighbor's dog, you, as the dog's owner, would be the one to take your tail-wagging buddy for a long walk and dispense country justice. No need for any law to get involved. It was called responsibility.
That was a long time ago and doesn't seem to apply anymore. More's the pity.
