This statement is actually false. Gore got more popular votes than Bush in Bush's first Presidential run. Bush won the Presidency because he had more electoral votes. He became President because of the electoral college, not because he won a majority of the popular vote.
So, if Gore had more votes in the election than Bush did, he had a majority of the votes. To me that is just common sense.
