Spyware Help

I am doing some work on a computer that was riddled with spyware and viruses. I ran Microsoft Anti-Spyware on it and cleaned them all off. Ran it twice more just to be safe and it found nothing. I then ran AVG Anti-Virus and it found about 16 viruses. Cleared them off, also ran it twice more and found no more viruses. There is still an icon located in the taskbar saying that the computer is infected with spyware, when clicked the icon attempts to open a webpage. The desktop wallpaper is also "hijacked" and says the computer has spyware. I try to change the wallpaper but it will not let me and I have ran both of those scans and still nothing. Any suggestions?
