Is it art? Yes it is and it's an impressive expression of said art.
But that's my opinion.
It's also my opinion that the "artist" should be prosecuted and the art painted over because it's ILLEGALLY placed.
If the "artist" has a problem with that then they should find someone who WANTS their art and not force it on those who don't.
