That has been going on there for about the last 11 years. When I worked downtown, we compained about it daily- they'd (the cops) go ask her to move each time, but that was as far as it ever went. Evertime we approached her, she'd get nasty and say she was getting ready to leave, then she'd stay there for another 4 hours. Yer right, something needs to be done about it. It's one of the reasons Robinsons moved. They could never get to their loading dock. I am not sure why, but they wont hand out the tickets to her.
