He was NOT a registered voter at the time. He was appointed to fill a vacancy, and when it came open and he wanted to run, that is when it was discovered he was not a registered voter (because he was not a citizen). His parents came to the US illegally, but he was born here. He had not done the paperwork. It is my understanding he has done so now and is a proud citizen.
Since he was appointed to the position, that time was okay. He ran into problems when he wanted to run. There is still discussion as to whether he could have. Kansas does not controll local elections and they could not find any law that said you MUST be a US citizen. (that is what I have been told)
