| In Wichita, I know that the Officers use cells to talk to dispatch and each other when the topic is sensitive and shouldn't be broadcast. It is usually done at night when they get unlimited minutes from the provider. Doesn't really match your situation but it tells me that maybe there is a legitimate use for them.
