That assumes you are dealing with rational people which the goons who run North Korea have shown to be anything but. One of the poorest and most isolated countries in the world yet they appear to have THE bomb.
While there was some news reports of them developing a rocket capable of reaching the west coast of the US, the more immediate threat with their missles are short and mid range (remember where scuds came from?) which puts South Korea and Japan within their range. Those dudes are insane enough to try to blackmail those countries.
