I really have no idea what you are trying to say. It almost looks like that you are saying if an illegal joins a union he would be able to vote for governor or President or something...I know that you are more intelligent than that.
As a member of a union, I can tell you that you do vote, within the union, on union matters. That is the only voting, the union membership doesn't allow you to vote in general elections.
