That's the twenty dollar question.
If it is a fact that the gang problem is dominated by Hispanics - let's say so - and skip the politically-correct jargon and get right to solving the problem.
We can't target an entire race because some of them are showing how ignorant they are - but we can, and should, point out the probabilities and make NO APOLOGIES for basing our solution on those statistics.
For too long, our nation has ducked its head when of anything of racial interest came up, and in doing so, we've opened the door to thugs that know how to work the system and cry 'discrimination.'
When shootings are occurring - the authorities need to take the proverbial bull by the horns and make it sooooooooooooo uncomfortable to be charged with being in a gang - that the youths find another, more benign, past-time.
