| I don't think it's so much being ordered to look the other way but that they cannot enforce immigration laws. I'm sure one of our PD poster can shed some light on it.
Local law enforcement deals with these people on a daily basis and through that know or at least have a good idea who is illegal. When the Fed's decide to put o a show for the public they come in and get the local information then grab the headlines.
