Luumenum doesn't rust because it rusts
(oxidizes).... but only on its surface. If you cut it or even scratch it, the surface atoms (or molecules if it's certain alloys) will quickly oxidize and recreate the barrier that prevents sub-surface oxidization.
In the presence of some chemicals it will corrode.
