I drove a school bus of 60 kids and trust me we didn't have camera's and I didn't have an office to send them to, but I maintained control and watched the highway so not to have an accident. I say the administrators are letting the kids control and once it starts it's hard to stop. It won't matter how you have the kids dress if theres no rules and punishment.
You still haven't told me what a "bad seed" is...If I kid is late for school 3 times in a semester is he a "bad seed"? If a kid wears the wrong clothes to school a couple of times in a semester is he a "bad seed"? These are discipline problems...do they get sent to your alternative school that you are having the parents pay for?
