At 11mph you can easily pass another vehicle, while staying under the speed limit, within a block.

Lets put 11mph in to perspective.
Thats like driving 25 on the highway. That would surely get you pulled over.
The average human can run 22mph. Thats twice as fast as driving 11mph. If I could run more than 2 blocks I could have gotten out and passed them on foot.
The average vehicle will idol at 12mph.(@650rpm)

Is it that important? It could have been that why I'd like to know if I can pass or not.

Yes, 15 minutes to get from one side of dodge to the other at the normal speed limit. Now more than double that time to 40 minutes because of being behind someone that has no place to be on time.

This was not the case, but when I'm on call I need to be within 15 minutes of work at any time. I can get a call at home and be to work in 7-11 minutes depending on the stop light at Soule and the one at the bypass. In this case I would have been looking at 20-30 minutes. Unacceptable!

Don't get me wrong I'm not making a big thing out of the officer(s) driving really slow I'm sure, if asked, they would have a reason, I'm more interested in the right to pass or not. It seemed obvious they wanted me to pass and I would have been happy to if I know I can.
