I talked to an officer today and I was told the reason for driving a little slower than the speed limit is because the officer was probably patrolling. That means they are our checking their beat, looking at homes that requested extra patrol, checking on the local gang spots, etc. He also mentioned that since an officer was going all the way from 6th/Ross, they were probably checking traffic since that area is known to have teenage drivers literally racing to school. Still following the car to Ash on 6th also made it possible to check the schools on 6th/Ash and it is also a 20mph area during the morning anyhow. He told me that if you see a police car moving with a purpose then it usually means they are trying to get somewhere for a call. If they are just cruising around then they are patrolling hence "patrol officer."
