Here is a link to the Standard Traffic Ordinance book that we all go off of when issuing citations. I do know that 6th is 30 mph and is not commercially zoned for speed. If you look in section 40, 42, and I believe 46, it might help answer your questions. I think the problem you will run into in passing on 6th is all the intersections. I remember when I first moved to Dodge, I tried to pass a slow moving vehicle on 6th at about Oak north bound. I passed and was met by an oncoming vehicle that had just turned south on 6th from Hickory. I had to pull to the right side of the road to get out of the way. Hope this helps everyone. Not sure why the officer was doing 11mph for that long, but I'm sure he had a good reason, we've been busy with a lot of crap.
