| Gambling is already legal in Kansas. It's not uniform throughout the state but, with Home Rule, gambling regulations can be written providing for gambling in every jurisdiction that chooses to enact their own rules.
We witnessed this legality when some cities provided for Sunday liquor sales.
Spineless city and county commissioners are the only impediment.
