| The department will more than likely have to pay. While I may agree that the officers were not the cheeriest.........it truly is not their place to stop everything and check to see if she is bleeding. The report said she passed a blood clot the next morning.......so, was she bleeding before that? Don't know. Can she prove that being detained and in jail caused the miscarraige? Again, I do not know but it will not matter since this whole scene looks bad.
It was the jail's responsibility, actually, to make sure she had medical attention if she needed it. I find it hard to believe that they do not have medical staff on the premis 24/7........will be pretty interesting.
