So why the need for another bill to forbid the enactment of city ordinances?

This bill pretty much already contains the protection that would render any city regulatory ordinances impotent and illegal.

If they pass the ordinance, we simply wait until they attempt to inforce it and then sue them for illegal detain, illegal prosecution under the protection of 75-7c17.
