| In England, where I am from, if you cannot pass the 40 question multiple choice and 1 hour with an examiner driving test IN ENGLISH, then you are not allowed to have a licence.
The in car examiner asks you lots of questions too while you are driving, and even tries to trick you into making a mistake by saying things like "Take the next right" - the next available right actually being the second right because the first is a no-entry. He also takes you through almost every situation you will encounter in the real world to see how you perform. Emergency stop, parallel parking, busy junctions, highways, reversing, turn in the road (called a '3 point turn' because you have to do it in three turns in under 3 minutes), just about all of it.
One mistake and you are done, no retake for 3 months. That is why I chuckle at the test here. 25 easy questions and once around the block.
Oh, and 95% of the cars in England are stick shift too. If you pass the test using an automatic, you are ONLY allowed to drive an automatic.
