It come from both foreign and domestic intel agencies. Was it flawed? Probably was but they had to make a decision based on the intel they had. Hind sight is always 20/20. That's why I pose the question to you now. It's easy to bitch about what happened but what is your stance on Iran. How many of our soldiers have to die from Iranian supplied weapons before YOU would do something...and what would you do. Would you do nothing and just wait for someone else to make the decision and then bitch about it later?
