I guess it could be a safety issue if the officer is too close to the road, but that is usually not the issue. He might have been using the phone or looking something up. As far as the orange stickers go, we dont put them on a vehicle unless it meets certain criteria: abandoned, broken windows, flat tires, exp. registration., blocking traffic or roadway, blocking alley, etc. If it is left on a highway, most likely it is broke down or abandoned. I am not sure what the KHP or SO does, but that is how it is done in the city. We give you 48 hours to move it. The time the sticker is put on is recorded by dispatch - 48 from then...This has helped us clean a lot of crap off the streets. Hope that helps!
