Does the Mayor have the ability to control city funds on his own? I could be wrong but I don't think he does. Not meaning to make the Mayor's position sound unimportant, but I always thought it was more of a public relations position. A spokes person for the city so to say. They have no more power than any other commissioner in that they cannot act alone.

Seems to me one of the odd application I filled out that I thought the credit check was strange was for a plumbing job. Why would a plumber need a credit check? It could have been because I had to be bound-able. Maybe jobs where you need to be bounded require the credit check to be insured.
