The paper said KBI is doing the investigation, so it would be up to them to make an arrest, not the
DC cops. I'll bet that if a cop is a suspect that they are doing it totally by the book and KBI probably won't arrest him unless they have a solid case. That's just my guess. Heck, Dennis Rader was hiding in plain sight for years before he was snagged.
I'm praying for her family. It sounds like they've been through a lot lately.
