Some of the
newer systems CAN shut down the vehicle. It only takes about 2 seconds once the signal is sent from the CO. The time involved is getting someone from On Star with that capability and getting authorization and clearance to have it done. I have heard it can take a high level official to make the request- and then there's liability waivers and all that. With anything, the time involved is in the bureaucracy. And yes, they can monitor the speed using GPS and initiate the shutdown when the vehicle is at a safe speed. Keep in mind the lower end On Star systems do not interface with the ignition system, but I am pretty sure the ones in the Hummers do.
