Maybe Kansas or Dodge Polices needs to take a lesson from other police departments? Around here, if there has been a crime and the police think they know who did it but don't have enough for a warrant or indictment, they issue a request for information on a "Person of Interest Who May Have Information". Typically that person ends up getting charged but it helps get the word out without saying "joe blow is wanted for murder" too soon.
At the end of the day, you and the others have a good point.
