I used to have the same problem when I lived on 6th. Intermittent outage/drops that seemed to come and go with the wind. I found out the problem was the wind. Every time the wind blew fairly hard it was rocking my main line on the poll. It took forever, and the right cable guy, to isolate the problem and get it fixed.

Here at my new house they had to string all new line and I've not had and problems even in high wind.
