No, it's not. See the Mapquest map? (Ignore the red star.) City limits are shown in brown. The horese race track is just south of Pheasant street and west of 14th.
It's the same between Avenue P and the airport. The City doesn't have the land in between. Same deal between the Dodge House and 27th & 28th streets. The Horse track is definitely in the County. I remember reading about this in the paper, and the County is the one who issues permits or whatever.
