I have a story that I'd like to share with you. It's not really the same but the way it was handle, seemed familiar.

I have a friend that was driving down 2nd street, just south of the library, about 2 years ago and from out of nowhere a dog came into the street and hit her car. She stopped and looked for the dog but it had kept running to the east. The dog wasn't hurt and there was no one around, from what she could see. (the dog later came home without injury.) She went on home and later that evening, a police office(no longer with LE & is gone) came to her home and told her that he was giving her a ticket for leaving "a scene of an accident" car vs animal. It was reported that she was seen leaving the area and that the witnesses had her car description and tag number. She was so upset, that she had raised her voice in shock, she was told that if she didn't "calm" down, she would be arrested. Needless to say, she was floored. Apparently, in Dodge City, it is against the law to hit any type of animal, squirrel, bird, dog, cat or whatever "animal" you happen to hit, and NOT report it, YOU can be given a ticket, fined and or jailed.
She ended up hiring a lawyer, going to "court", belittled by the "judge" and having to pay the fine. It wasn't even on the "law books" or whatever they are called prior to this incident. They had to call up district court to find out when it went into effect. She was the first ever charged with this. She found out later, who the dog belonged to and the person that reported her, owned the dog and it didn't have tags or shots. Hummm, guess what, NO charges were made for "Animal at large, running loose, or not current shots.
Doesn't make any sense, does it.

So Tat, I'm not surprised what you're going through. It's sad that this happens. The officer, should have given you a chance to tell him what you have seen and what evidence that you have. Not all police officers are short tempered and won't give you a chance. There are some really caring ones around. There's always more than one side but not all people want it known.
I feel that if you do this against one, then you best do it for everyone, ni matter who they are.
