Question about construction workers.

As I logged in about 1300 miles this week I drove through various construction sites. I have never worked construction so I have a question. Of ALL the people working how do they pick who holds the signs that stop traffic? Is it a punishment or reward? Is it the most senior or least? Is it the most inexperienced? Is there like a "construction worker" of the month competition and the winner gets to hold the sign? Perhaps its the dumbest person that would probably injure or maim another worker if they were put to work with the rest...I often see what appears to be (but not really sure sometimes) women holding the sign. Help me on this because it's a deep, philosophical question that I'm losing sleep over.
