You can still give Wordy rep even though his rep is turned off. Turning off your rep just doesn't let him see his rep points, or doesn't put the rep graph on his post header. It doesn't stop anybody from still giving him rep, I know because I'm pretty sure I gave him some not too long ago, just to see if I could.
