They can and do whatever they want to do because the people of Ford County and Dodge City have thier heads stuck up their own a$$. Dodge can't or won't see what's going on. These big money people: Bogner and Coffin use people like Starks, Goodnight, Smoll and other commissioners to get tax payers dollars into thier pockets.
