Dodge City Should be OK

I don't think this will set Dodge City back at all. We know that it will take until the first of next year for Lottery to even complete the rules and regs. I agree with Ed Van Petten's interpretation that Lottery has temporary authority and committee review isn't required. The public is assured of review by the AG's office. But, there are many who will try every way to slow down the implementation of expanded gaming. So, this is to be expected.

Dodge City applicants will file their business plans with Lottery and then expect it to take more than one-year to get through the various review stages. While that's happening, they will get the rules and regs straightened out. I'll bet construction will not begin in Dodge until 2009.

Wonder if Dodge will be OK'd to have temporary facilities while under construction? Dog and Horse tracks got permission for temporary slot facilities.
