Dodge City applicants will file their business plans with Lottery and then expect it to take more than one-year to get through the various review stages. While that's happening, they will get the rules and regs straightened out. I'll bet construction will not begin in Dodge until 2009.
Wonder if Dodge will be OK'd to have temporary facilities while under construction? Dog and Horse tracks got permission for temporary slot facilities. | We could put slots at the horse track here! WOO HOO
