So after all the controversy, which bank does everyone recommend in DC? We are currently holding accounts at both BOA and Bank of the West. The one at Bank of the West is a rarely used account so we haven't had any issues thus far. I thought BOA was treating us well. Then again, we have only had the checking/savings there for a year.
