| I agree with Lurker, except my suit would have also named the City of Dodge City. Where's their engineer's head? The same place as the good commissioners, apparently. Unfortunately, the builder's insurance might not extend to projects done that long ago, but the builder, and to some degree, the city, should be held responsible. If they didn't know, they should have - that's why they were hired. Holy shit!
