Ah, they are good Army...I still say the best customer service I got in
DC was at the Hispanic stores. It may seem strange to go in to a place that speaks mostly Spanish, but the owners of stores I've visited always went out of their way to accommodate me. Whether or not they speak Spanish, to me, that's good customer service. They know I can go elsewhere where English is spoken, but will bend over backwards to ensure I come back again and again. The same can be said of restaurants. It all starts with management and goes from there.
