No. Actually, there is still a small bit of construction going on. Mainly the curbs and business enterances. The 20mph is precautionary due to he construction workers duties so close to the street. Not that getting hit at 20mph is going to feel better then 30mph, but there is a better reaction time all around at 20mph.
