If we want growth in businesses and jobs and tax revenues, there are costs. The City has responsibillities for delivery of certain services to the annexed land. However, Butler cannot use WND money for building the casino. So, there has to be a careful weighting of infrastructure costs to assure each party pays their correct share. I would expect there will be a development plan with the City for the remaining land that would also address any additional costs that are not attributed to the Casino. That's pretty normal for land development projects isn't it?
