| Just a thought, but it seems to me that maybe the head of the Parks Dept. doesn't have the authority to make judgment calls on what is proper and what is not. I'll bet he's had his share of citizens in his face.
I think it would be better for the Commie, er commish boys to give the department head some parameters and give him the authority to decide on a case-by-case basis.
Outlawing all decorations is another example of government acting like we're all in the third grade.
