| Nobody is saying don't cover it up. But, just covering it up and ignoring the problem isn't the answer. Stake outs by citizen's and or police in problem area's, preferably with a "nightshot" camcorder so you can catch them on tape. Calling the police immediately when they first start tagging something. I'm sure there are other good ideas out there to help stop the problem....
