Here is what I wrote to them for those that might want to send an email but don't know what to say....

Garden city has implemented a city ordinance that will target people that
habitually get caught driving with no license and/or no insurance. Why
can't Dodge City do the same. there is an article in the Daily Globe about
it, see it here -
DodgeCity.com: Dodge Globe: Local News: Stories

Would you believe that insurance on a vehicle for a 18 year old is more
expensive in Dodge City than it is in Manhattan? Even with more population
in Manhattan and the increased chance of an accident, the insurance premiums
are less because the insurance companies know that the drivers in Manhattan
are insured, while at the same time they know that there are many uninsured
drivers in Dodge City. Thus our insurance premiums are more expensive.

Please seriously consider creating an ordinance in Dodge City similar to the
one in Garden City.

Thank you for your time,
