Because everyone wants to go cheap, and know that most people won't know the difference. Claires and Hastings are constantly screwing up their sizes (gauges) I know a few good websites to go to if you want to try them, they're usually a bit cheaper than shops, but shops are USUALLY not always a good place to find body jewelry.
