I have not seen a copy of the Garden City ordinance so I would hate to comment on what effect this will have. Any mandatory sentencing guidelines that require jail time for non violent offenses would require facilities that we currently do not have. That is total B.S. I know Sowers, and he has some of the dumbest ideas about illegals and alot of other issues too. I wanted to say he is ultra liberal, but he is way left of even Wordy. To hell with worrying about jail space. Just confiscate the perp's vehicle! It's simple. No insurance? No license? No car!
