Thank you for your letter. To answer your questions: yes, I do believe an ordinance such as GC passed would make the streets safer. And yes, it is possible here. As for obstacles, they would be the same as GC faced. That being the "targeting of minorities".
I'm sure this will be discussed at an upcoming meeting.
