SRS knows of this type of "scam" but do not have the manpower or budget to check on each person. If the family does not file taxes then there is no paper trail of them. Now, if said person has two or more id's then they can work under one and file for benifits under the other, thus bringing in basically a third income.
SRS does not truly want to bust these people because it then brings their number of recepients down, in turn bringing their budget down......the more people who "need", the more the SRS gets.........
SSA, while much stricter, is also in the same boat. While workers may not pay the same amount in income tax, they do pay the same amount in SSA tax since it is based on income not dependants. You take away the illegal aliens income and you take away a big chunk of the money SSA gets.
