It's not that I forgot, but that the reality is a kids got to want to improve before a manager can make a difference. If a managers choice is limited to employees that don't give a shit then they don't have much choice but to hire and deal with it or shut the doors.
If we had a city full of gang bangers would it be the managers fault for hiring gang bangers? Would you expect the manager to be able to make descent employees out of these gang bangers?
I think it's a two way street and both employer and employee are responsible for the overall performance.
