| But the 20-foot moat was dry. Never had water in it. Never. Despite reports that the zoo safety committee had cited them for the short fence, the zookeeper says they've never been cited. Everybody's running around covering their ass. I'm just glad the tiger didn't escape during the day when more people might have been hurt or killed.
