| Some illegals do file a return with what is called a TIN or Tax Identification Number. It is a number given to individuals who don't have Social Security Numbers. The tax rebate/loan from next years taxes is, or at least was, able to go to those sho filed with a TIN. I heard they were looking at closing that loophole, but I don't know if it got accomplished.
