I think you took the wrong meaning from the statement. The highlighted part sits separately. That highlighted part is what the moderates don't buy into. Moderates feel free to vote republican or democrat or independent or even green or libertarian. They vote for the person that they feel most comfortable with, they don't vote for one party or another.
